Victor ranked eleventh in his class at Cholla High School where he graduated with special recognition. He completed a two-year degree from Pima Community College and received an Associate's Degree in Computer Programming/Analyst in 1982. He continued his education at the University of Arizona and graduated and received a Bachelor's Degree in Management Information Systems in 1985.
Victor enjoys cooking all ethnic foods and he thinks of himself as a pretty good cook. He also enjoys fixing up houses, because it is rewarding to take a place that it is rundown and turn it into a house that a person is proud to live. He has a strong attachment to the University of Arizona, because his grandfather was a former English professor at the university. His grandfather built adobe houses and his proudest achievement was when the owners of his properties petitioned the city to name a small street after him. The street is located just north of Winterhaven and it is called "Clays Alley."Victor feels like he has come home by working for the University of Arizona.
